Prad Nukala 30314160f1 chore(packages): declare every tool the configs reference 
Audit of configs, scripts, tmux-palette items and television cables
against installed packages. Adds the missing pacman/AUR/brew entries,
a [omarchy] repo list installed only where that repo is configured,
and cargo installs in 40-post. 10-packages filters lists with pacman -T
so provider packages (mise-bin, yazi-git) are not replaced, and uses
yay with paru as fallback. noctalia-shell -> noctalia-git (AUR name).

Prad NukalaandClaude Fable 5 f30802426d config(nvim): add AstroNvim config; font: VictorMono NF via packages 
nvim added static from live home; vendored .git/tool-state dirs removed
and ignore-gated against re-add. ttf-victor-mono-nerd (arch) and
font-victor-mono-nerd-font cask (darwin) added to packages manifest.

Prad NukalaandClaude Fable 5 e26ae266b9 config(fish): add full fish config from live home; portable clipboard + env guards 
Keep starship prompt (omp migration rejected). cpy/pst aliases branch on
wl-copy vs pbcopy; functions use the aliases. BROWSER/CHROME_EXECUTABLE
guarded on binary existence. auto-Niri.fish and cp-appid.fish are
linux-only (gated in .chezmoiignore).
